Section 2 (11) defines a supervisor as any individual “having authority, in the interest of the employer, to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline other employees, or responsible to direct them…” The list of responsibilities of supervisors under this section is the same to the responsibilities of docking pilots which include directing employees, hiring under instructions, and even recommending employees for hire as well as promotions. They direct docking procedures and are also supervisors to tugboat captains so they should be classified as supervisors.
